Kokosing Industrial issues bid notice for Southerly Wastewater Treatment Plant S-97 Organics Receiving and Bioenergy Facility

“Attention City of Columbus/OEPA MBE and WBE entities”

Kokosing Industrial, Inc. is preparing bids for the Southerly Wastewater Treatment Plant S-97 Organics Receiving and Bioenergy Facility project in Columbus, Ohio which bids September 25, 2024.  The project general, consists of two (2), three (3) million gallon digesters, a new digester control building, relocation of the waste gas burner complex, replacing six 85-foot floating digester covers with fixed concrete covers, new waste gas burners and a vapor combustion unit, new northwest switching station and associated electrical gear, 6-megawatt CHP facility with gas conditioning, 60,000 gallons per day fats, oil, and grease (FOG) and organic waste receiving facility, relocation of the 108” plant bypass, and other such work within the Southerly Wastewater Treatment Plant.  

We are seeking quotes for any portion of the project listed that you are qualified to perform or provide supplies including the following: Hourly trucking, dump sites, site clearing, excavation / backfill, dewatering, excavation shoring, auger cast piles, soil anchors, geotechnical instrumentation, asphalt paving, pavement markings, fencing, seeding and restoration, retaining walls, masonry, rough carpentry, finish carpentry, roofing, waterproofing, damp-proofing, building insulation, fire stopping, sealants and caulking, doors and frames, overhead doors, windows, finish hardware, dampers and louvers, acoustical ceilings, ceilings and wall systems, resinous flooring, painting and specialty coatings, signage, truck canopy, cranes and hoists, cast-in-place concrete, rebar, architectural precast concrete, hollow core slabs, grouting, concrete paving, sidewalk curbs and gutters, exposed piping, ductile iron piping, stainless steel piping, thermoplastic piping, piping supports, valves, heat tracing, piping insulation, demolition, asbestos abatement, concrete sawing, core drilling, utility locating, FRP pipe, concrete pipe, hot tapping, line stopping, bypass pumping, HDPE pipe, buried piping, manholes and drainage structures, fire suppression, plumbing, HVAC, hydronic systems, steam condensate systems, electrical, uninterruptable power supply’s, fire alarm system, natural gas system, process control systems, instrumentation and controls, process equipment, starting and adjusting equipment, equipment commissioning, post-tensioned concrete tanks, FRP odor treatment equipment, fabricated tanks, process boilers and heat exchanger equipment, process gas and liquid handling equipment, pollution and waste control equipment, water and wastewater equipment, electrical power generation,  FRP grating, structural steel, misc. metals, steel joists, aluminum handrails, grating, floor covers, castings, photographic documentation, testing and inspection services.

  • American Iron and Steel (AIS) Requirements Apply
  • City of Columbus Goal: MBE/WBE 8%, (certified by Office of Diversity and Inclusion)
  • U.S. EPA Goal: 1.3% MBE, 1.0% WBE (State of Ohio DBE or EDGE certified)

The City of Columbus (Owner) is pursuing Investment Tax Credits (ITC) through The Inflation Reduction Act (IRA) signed into federal law on August 16, 2022.  The IRA amended existing, and created new, clean energy tax credit programs under the Internal Revenue Code of 1986.  The Owner plans to maximize the value of the ITC the Project will generate and intends to receive a 50% ITC.  SPECIAL ATTENTION IS DIRECTED TOWARD SP-26: SECTION 00 90 00, IRA REQUIREMENTS within the bidding documents.  Section 00 90 00, IRA Requirements describes the strict procedures and requirements the contractor, subcontractors, and suppliers must comply with to ensure Owner is and remains eligible for the tax credits. These requirements include: 

  • On-Site Beginning of Construction Requirements
  • Prevailing Wage Requirements
  • Apprenticeship Requirements
  • Domestic Content Requirements
  • Continuity Requirements during construction
